Noble J. Wiley joined the U.S. Army in 1901, commissioned as a 2nd lieutenant in 1902 and ordered to the Philippines. Left Philippines in July 1903 and went to Plattsburg Barracks, N.Y. In 1906 attended the Service School at Fort Leavenworth, Kansas; ordered to Cuba in the Army of Cuban Pacification, and was assigned as assistant Quartermaster, Camp Columbia, Cuba. During the fall of 1907 became commissioned as 1st lieutenant, reassigned to Gardenas, Cuba. From 1909 to 1914 detailed to Plattsburg Barracks, N.Y., University of Arkansas, and the Canal Zone, Panama. In 1916 promoted to Captain. Sent to Camp Meade, Maryland in 1907, temporary promotion to major and assigned to 315th Infantry, 79th Division; shipped to France in 1918, attended the Field Officers and General Staff Schools at Langres.

He was detailed to the Philippines as G-4 in 1920. During 1921 was stationed at Peking, China and Camp Eldridge, Laguna de Bay, Philippines. Promoted to colonel in 1933, commanded 18th Infantry Regment of the 1st Division. Retired from the military Sept. 1939. Recalled to active duty Jan. 1940 at Camp Haan, Calif. for 5 months.
