The Marketing Department of the Penn Central Transportation Company was created on February 1, 1968, with J. R. Sullivan as Vice President - Marketing. The department was dominated by officers of the former New York Central Railroad Company, which had the more sophisticated marketing organization.

Philip D. Ohl, who had been Manager of International Freight Service for the New York Central, became Director - Market Planning of Penn Central, and served until around August 1969, when the office was abolished. W. R. Brooks became Manager - Market Development - Intermodal, and served until about September 1971, when that office too was abolished.
