Thomas Elwin Lynch was born in Mexico, Maine in 1914. He attemded South Portland High School and was graduated from the University of Maine in 1938 with a Bachelor's Degree in Electrical Engineering. He attended Case Institute of Technology where he took courses in physics and Massaschusetts Institute of Technology for courses in business. He joined the Brush Development Company, a Clevite-Gould predecessor company, as an engineer in 1939. From 1943 until 1952 he headed the company's electronics engineering department. He served as vice president and director of Ordnance Products Division from 1952-1957. He was named general manager of the Ordnance Division in 1957 and elected a vice president of Clevite Corporation in 1972, and in January 1974 became Vice President-Senior Technical Advisor, Gould Inc. He was an honorary member of the University of Maine President's Council of University Development. In 1977 he financed and helped design a classical music listening room in the Fogler Library. The room was named for him.
