The State Housing Board was created as independeng agency within Department of Purchases and Construction in 1933 (l. 1933, p. 396); in 1934 it was relocated to Department of Public Works and Buildings (l. 1934, 3d Sess., p. 169). Duties included studying housing needs and conditions in state; studying ways of lowering rents and charges for dwellings by securing economy in construction and financing of buildings; preparing legislation concerning housing; cooperating with local housing boards; making recommendations in support or change of building codes; research on distribution of housing in relation to siting of homes for industrial workers; approving incorporation of housing corporations and projects; and supervising rents, charges, capital structure, rate of return and area and methods of operation of such corporations.

In 1937 state agencies were authorized to provide assistance to local housing boards and 1947 Housing Development and Construction Act authorized Board to distribute state monies to local housing authorities to construct public housing. In 1970 duties and powers of Board were absorbed by Department of Local Government Affairs (P.A.76-1158, pp. 2320-2321).
