In addition to his duties as chairman of the Assembly Committee on Environmental Conservation, Hinchey had assignments on the following standing committees (according to the 1981-1982 Red Book): Agriculture, Banks, Higher Education, Local Governments, and House Operations.
During the late 1980s and early 1990s, when Hinchey served as chair, the Assembly Environmental Committee was heavily involved in investigating the involvement of organized crime in illegal waste disposal particularly in the Hudson Valley and Long Island regions.
