Graduate of the University of Texas. Admitted to the Texas bar in 1936. Owner and publisher of the "Texas Spur" and "Dickens County Times" newspapers. Appointed to the Texas Technological College Board of Directors by Governor Coke Stevenson in 1943. Ratliff was the youngest man ever to serve in this capacity.
