Local 412 was founded in the early 1940s to represent the employees of engineering and jobbing shops in the Highland Park, Michigan area. By the mid-1960s, largely a white collar local, it was composed of employees of the Chrysler Corporation Engineering Staff, Highland Park, Engineering Staff Highland Park hourly rate, Highland Park Technicians, and Defense Engineering Division.

The Technical Training Center was operated by this local between 1963 and 1965 in the former hall of UAW Local 154. The center was financed with federal funds under the provisions of the Manpower Training and Development Act of 1962 to train or re-train those of its members and others in the Detroit area whose jobs were threatened by automation, or who otherwise lacked job security. Closed in 1965.
