The establishment of boards of cooperative educational services was authorized in 1948 (Chapter 861) as a temporary means of providing shared services between school districts pending the establishment of rural intermediate school districts. The law specifies services that may be provided by the boards and allows the Commissioner to approve additional services. In practice, intermediate school districts were not formed and shared service programs continue to be administered by BOCES.
