Benjamin B. Talley was born in Oklahoma. He graduated from Georgia Tech University (1925) and was commissioned in the U.S. Army Corps of Engineers (1927). His military service included the Nicaraguan Canal Survey (1929-1931); supervising military construction in Alaska during World War II (1940-1943); the European Theater; and Okinawa.

After the war, he served as a district engineer and in other positions. He retired in 1956 as a brigadier general. Thereafter, he held managerial positions in the private sector. He and his wife, Virginia, were active in the Alaska capital relocation issue and Alaska development.
