William A. Kelly, a lawyer from Puxatawney, PA, was appointed judge in southeast Alaska, ca. 1893. He served as superintendent of the Sitka Training and Industrial School, ca. 1898-1903, superintendent of the Southern District (southeast Alaska), ca. 1904-1907. He wrote "Grammar and Vocabulary of the Hlingit [Tlingit] Language of Southeastern Alaska" with Frances H. Willard, published by the GPO in 1905.
