Beginning in 1989, Scientific and Cultural Facilities District (SCFD) began distributing funds from a 1/10 of 1% sales and use tax (one penny on every $10) to cultural facilities throughout the seven-county Denver metropolitan area, including Douglas County. Each county designates a representative to the SCFD board of directors, and appoints members to its own county Council to review Tier III grant applications and make allocations of funds. The Douglas County Cultural Council was formed in 1989, with council members appointed by the Douglas County Commissioners.
