Served in the Tennessee House of Representatives from 1968 to 1992 and ran for Tennessee governor in 1994; served on various committees such as Finance, Ways & Means, Education, Corrections, Fiscal Review, Pensions, Retirements, and was a member of the Tennessee Advisory Commission on Intergovernmental Relations; prime author of Proposal 9, a constitutional amendment that limited Tennessee government spending and required a balanced budget; in 1977, founded the Taxpayers Coalition of Tennessee; from 1982 to 1986, served as president of the Citizens Taxpayers Association of Hamilton County; his focus in the House was on financial accountability, taxation reform, and parliamentary procedures.
