Best known for his contributions to the judiciary and the legal profession, Torres is also regarded as an important civic leader and legislator. He served in the State Assembly in1963 and 1964 representing District Four in the Bronx and became the first Puerto Rican judge elected to the Supreme Court of the State of New York, where he served from 1986 to 2001. Judge Torres was born on January 25, 1928. Like his father, Felipe N. Torres and fellow jurist Oscar Garcia Rivera, he went to St. John's University Law School in New York City (1951-1955). His pre-bench legal experience included working as an interpreter in both the Civil and Criminal courts (1956-1957) and as a law clerk. On April 1, 1957 he was admitted to the Bar in New York in the Appellate Division First Department and from 1958-1962 worked as an assistant district attorney. In 1962 he ran as an independent anti-organization candidate for the New York State Assembly opposing the Democratic organization of the Bronx and won.
