Penney collected modern and contemporary art. He amassed the largest collection of works by Charles Burchfield, which he donated in 1993, along with works by Western New York state artists and objects from the Arts and Crafts Movement, to the Burchfield Center, Buffalo, N.Y., which was renamed the Burchfield-Penney Center in his honor. The remainder of his collection consisted of works by modern and contemporary artists of national and international repute. He was guided in his purchases by Buffalo and New York City dealers James and Merle Goodman.
