The first local at Tobin Packing Company in 1937 called itself United Packinghouse Workers Local Industrial Union No. 355, CIO. This local became PWOC Local 355, then PWOC Local 31 by 1939. The local became UPWA Local 31 with the founding of the international union in 1943. After the 1968 merger with the AMCBW the local became P-31 and then after 1979, UFCW P-31. Like other CIO local unions, Local 31 had a tradition of organizing outside its original plant. This organizing tradition lived on into the 1990s.
