William C. McArthur was a lawyer, politician, and insurance executive. He practiced law in Burlington, Iowa in the 1880s and 1890s. He was elected to the Iowa Legislature as a Republican in 1895. He was elected to the Iowa Senate in 1897 and served as the Clerk of the United States District Court for the Southern District of Iowa from 1902-1923. In 1923, he became the president of the National Travelers Insurance Company in Des Moines.
