Robert Harvey Whitten was employed as a planning consultant with the City Plan Commission of Cleveland, Ohio, 1918-1921, and later by many other communities including Atlanta, Providence and Boston. Also connected with Regional Plan of New York and Its Environs and co-author of Problems of Planning Unbuilt Areas; co-author of Neighborhoods of Small Homes (Harvard City Planning Series); and one of authors of vol. 7 of same series, entitled Model Laws for Planning Cities, Counties and States (1935).
