Dog Creek Press, located in Helena, Montana, began soliciting poetry, short fiction, essays, plays, translations and graphic arts for publication in the fall of 1977. The editorial board consisted of Lowell Uda, Phil Cohea, and Rick Newby. Publication began with Scratchgravel Hills 1 in March 1978. The purpose of this publication was to "showcase quality local and Montana writers ... in a well-designed literary magazine." The primary audience was to be Helena readers, although distribution was planned to include state and nationwide libraries, individuals, other magazines, and selected bookstores.

Between 1978 and 198O Dog Creek Press published three issues of Scratchgravel Hills. In October 1980, Phil Cohea and Lowell Uda resigned from their positions. Although reorganization was attempted, Scratchgravel Hills 4 was never published.
