The position of Vice President for Planning was created in 1972 in conjunction with North Carolina's reorganization of higher education. The Vice President for Planning was responsible for assisting the President in planning for and documenting the long-range future character of the University system and all of its constituent institutions. Cameron P. West was the first to hold the position. West had been the Director of the North Carolina Board of Higher Education, a position that was phased out as a result of the reorganization.

The position of vice president for planning of the University of North Carolina System was established in 1972 in conjunction with the state's reorganization of higher education. The Board of Governors of the reorganized university system, at its first meeting on July 7, 1972, approved a list of appointments, including Cameron P. West as vice president for planning. West was previously the director of the North Carolina Board of Higher Education, a position that was phased out as a result of the reorganization.

The new vice president for planning was responsible for assisting the president in planning for and documenting the long-range character of the university system and all of its constituent institutions. This involved identifying possible future societal demands and needs at state, regional, and national levels and maintaining appropriate data at the university level. Consequently, the vice president for planning oversaw the work of the director of institutional research. He also was expected to provide leadership to agencies within the university in the development of relevant and effective long-range planning.

While reporting to the president on planning matters, the vice president for planning consulted with the other vice presidents on problems related to budget, program planning, and reviews. He was the principal staff liaison with the Board of Governors' Committee on Educational Planning, Policies, and Programs and with the North Carolina Department of Community Colleges. In addition, he served as special assistant to the president in matters concerning private colleges.
