Richland County (S.C.). County Council
S.C. Statute 1905(24)1110 authorized the governor to appoint on the recommendation of the legislative delegation three persons to examine the financial affairs of Richland County. This committee was to ascertain the legal indebtedness of the county and to determine how and why the debt was created, rates of interest paid, and whether any indebtedness was created contrary to statute law.
The committee was authorized to appoint an "expert accountant" and a clerk, and was empowered to send for persons and papers, administer oaths, and punish the refusal to appear or to answer questions. The committee was to report its findings to the governor. The report was also to be published in a Columbia newspaper.
