The 25th Virginia Infantry was organized in 1861 to help secure the Northwestern Virginia Railroad, a branch of the Baltimore and Ohio. In 1863, the War Dept. issued orders to reorganize the 25th Infantry and consolidate it with the 9th Battalion.
