(1962-66); member, Governor's Committee on Health Insurance, 1939-40; arbitrator in various industrial disputes; during World War II, served on the National War Labor Board, and as chair of the President's Emergency Railway Labor Board; published works include Financial policies in the aviation industry (1933) and (with E.F. Penrose) Economic aspects of medical services (1939); he died on Aug. 22, 1992 in Boulder, CO.
