The Governor, as the comprehensive Employment and Training Act (CETA) Prime Sponsor for the Balance-of-State, delegated responsibility for the administration and operation of the Balance-of-State prime sponsorship to the Commissioner of the Virginia Employment Commission. It encompassed 17 of the Commonwealth's 22 planning districts, providing CETA employment and training activities to 76 predominantly rural counties and 22 independent cities. The enactment of the Job Taining Partnership Act, which commenced operation on Oct. 1, 1983, resulted in the phasing out of the CETA program during fiscal year 1983. All CETA funded program operation ceased as of Sept. 30, 1983. The former Balance-of-State Division is now called the Employment and Training Division.
