Hill was born in London, England. He worked at various newspapers in Philadelphia and Buffalo, maintained a lifelong interest in the theater, and is credited with the original proposal for the Pan-American Exposition, held in Buffalo in 1901. Arthur C. Willats, also born in London, was a member of the advertising staff of the Buffalo Evening News, and also worked as a radio entertainer.
