Formal establishment of the organization began in May, 1961, when delegates from twenty-one Texas industrial unions decided to form an industrial union council. In August, 1961, the organization was formalized under the temporary name, Texas Industrial Union Conference, and was chartered by the Industrial Union Dept. of the AFL-CIO, June 29, 1962, as the Texas State Industrial Union Council.
