The Montana Governor's Outdoor Recreation Advisory and Planning Committee was organized by Governor Tim Babcock and held its first meeting on October 30, 1964. The Committee was to develop a statewide outdoor recreation plan including recreational possibilities in all areas of government and the private sector. Robert F. Cooney was the first chairman of the Committee.
