Breakwater Hotel built in the 1860s to house workers at Pacific Guano Company factory located further along the road on Long Neck (presently Penzance Point); property bought by developer Horace Crowell in 1889 and he turned building to face Great Harbor. In the 1890s it became a hotel and was sold in 1900 to Maria Bowman; ownership changed several times but in 1924 Heloise G. Redfield became the general manager and in 1940 bought the hotel herself.
