The Los Angeles Federation of Settlements and Neighborhood Centers was conceived in 1959 when the Welfare Federation of Los Angeles set up a Settlements and Centers Study Committee to explore possible interest in an affiliation of the various settlement houses and centers currently operating in the city of Los Angeles. In January 1963 the Federation was officially incorporated and among its first actions was the development of a proposal for an anti-poverty program. In 1965, with a tiny staff, it became the delegate agency for three large anti-poverty programs overseeing the operations of Head Start, Teen Post, and the Neighborhood Adult Participation Project (NAPP). In mid 1967, the Federation resigned as delegate agency for Teen Post and NAPP, both of which had struggled with extraordinary problems, and returned to its former settlement work and usual task as an advocate for needed social services.
