Carr, who retired from the Utah State Department of Fish and Game in 1972, worked for the mentally retarded both in Utah and nationally, and served as president of the Utah State Association for Retarded Children and on its board, on the Board of S.L. County ARC, member of the Handicapped Children Advisory Committee, secretary of UARC and chairman of auditing committee for Utah State Training School ARC. He spend five years as a member of the National Association of Retarded Children Board and was secretary for two years. He received the NARC President's award for meritorious service.
