Lloyd B. Ramsey was a U.S. Army officer who, following his graduation from the University of Kentucky, was commissioned as a second lieutenant in the Infantry Corps in 1940. During World War II, Ramsey first served with the 9th Infantry Division, then served as aide-de-camp to General H.R.L.G. Alexander, British ground commander during the North African campaign and finished with multiple assignments with the 3rd Infantry Division.
After his return to the United States, Ramsey was assigned to the Infantry School at Fort Benning. After attendance at the Command and General Staff College and the Army War College, Ramsey served multiple assignments in the Far East Command. During the Vietnam War, Ramsey served as the deputy commanding general, Headquarters, 1st Logistical Command and then was assigned as the commanding general, 23rd Infantry Division (Americal). In July 1970, Ramsey was assigned as the provost marshal general, U.S. Army. Ramsey retired from the U.S. Army as a major general on 1 August 1974.
