John Neville was born in July 26, 1731 in Virginia. He served as a Lieutenant Colonel in the Revolution. In 1783 he was a respresentative of Washington County to the Supreme Council of Pennsylvania unti 1787. He was appointed tax collector for western Pennsylvania. His duty was to enforce the Excise Tax on whiskey which led to the Whiskey Rebellion in 1794.
