The National Lutheran Council (NLC) was established on Septmeber 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. Throughout its history, the Council maintained a close, cooperative relationship with the Lutheran World Convention and its successor body, the Lutheran World Federation. With the establishment of the LWF in 1947, the NLC Executive Committee became the U.S.A. National Committee of the LWF, and an European Desk was established to carry out its LWF related.

Activities. In 1956, the NLC restructured all of its overseas work by creating a Division of Lutheran World Federation Affairs.
