Connecticut. Commission on State Mandates to Towns and Cities.
Special Act 81-72 created a 27 member commission representing small towns and cities, teachers, school administrators, board of educations, the legislature, the executive branch, and the commissioner of education. The legislature charged the commission with identifying and cataloguing existing state mandates as well as studying the fiscal impact on local governments. In order to carry out its duties more efficiently, the commission divided itself into three subcommittees: Education, Tax Exemption and Finance and General Government. Through the use of surveys, public hearings and consultant studies, the commission issued its final report on January 5, 1983.
