Neoga, Illinois 1st Lieutenant and Captain in 21st Illinois Infantry, Company B, during the Civil War. Participated in battles of Perryville, Kentucky, Stones River, Tennessee, and Chickamauga, Georgia, where he was captured. Spent about 7 months in Libby Prison, Richmond, Virginia, and then in prisoner of war camps at Macon, Georgia, Savannah, Georgia, Charleston, South Carolina, Columbia, South Carolina, and Charlotte, North Carolina. He was paroled at Wilmington, North Carolina after 17 months as a prisoner of war. Author of the pamphlet "A Brief Sketch of the Prison Life of Capt. Philip Welshimer" (1908).
