Born in Mamaroneck, Westchester County, N.Y. Enlisted on 4 Jan. 1864 in New York City; served as clerk for Company K, 1st New York Mounted Rifles. The 1st New York Mounted Rifles mustered out 21 July 1865 by consolidation with the 3rd New York Cavalry to form the 4th Regiment New York Provisional Cavalry. Burgen was discharged from the 4th Provisional Cavalry on 29 Nov. 1865. After the war, Burgen worked as a clerk in Buffalo, N.Y. He died 11 Apr. 1895.
