Upon formation of the Lutheran World Federation (LWF) in 1947, the NLC Executive Committee served as the U.S.A. National Committee of the LWF. To direct and manage the activities of this Committee, a European Desk was created at the NLC's New York City headquarters in 1948. John A. Scherzer served as secretary. His duties included maintaining contact with LWF representatives abroad in order to keep abreast of new developments; overseeing the implementation of all appropriations; and preparing agenda and minutes for the NLC Administration Committee. Scherzer served in this capacity until 1953, at which time all U.S.A. National Committee overseas.
Projects were closed out with the understanding that the LWF's Department of Lutheran World Service would assume responsibility for unfinished obligations. In 1956, the NLC created a Division of Lutheran World Federation Affairs to administer all of its LWF overseas activities.
