William L. Morgan was born at Fort Scott, Kansas in 1902. He was raised in Monterey where his parents moved when he was two. They established a printing shop on Alvarado Street. Morgan worked in the family business until it was sold in 1942. After serving in the Air Force in World War II, he returned to Monterey and worked for Del Monte Properties, Lee Printers, and the Monterey Peninsula Herald, as well as a free-lance photographer, which became his full time occupation in 1955. He specialized in photographing police and fire responses and established a "semi-official" status with the local departments, using electronic equipment to monitor calls to them. He also documented public celebrations, fishing and other events.
