The Massachusetts Emergency Management Agency is reponsible for the planning and coordination of all nonmilitary emergency functions for the protection and preservation of life, property, and resources in the Commonwealth. It was established pursuant to St 1950, c 639 as a branch of the Executive Department called the Division of Civil Defense (but referred to as Civil Defense Agency) and as such responsible directly to the governor. St 1969, c 704, s 39 placed the agency within the Military Division. St 1970, c 112 changed its name to Civil Defense Agency and Office of Emergency Preparedness, but it was generally referred to by its original, shorter one and later as: Massachusetts Civil Defense Agency. Since ca. 1977 both it and the Military Division have been been considered agencies within the Executive Office of Public Safety. St 1991, c 138, s 381 reflected a renaming of the unit as: Massachusetts Emergency Management Agency.
