Briggs, a New York native, was an internal revenue clerk in the U.S. Assessors office, first in Bloomington and then in Springfield, Illinois. In 1872-1873 he was an Internal Revenue gauger at a distillery outside Springfield. He married Jennie Stiner on June 4, 1867. They had four children (three mentioned in the correspondence), but only their son Benjamin S. survived to adulthood. The family moved to Nebraska by 1880.
