Stelly, Victor T.

Victor T. "Vic" Stelly was born in 1941 and was educated at Northwestern State University in Natchitoches, Louisiana State University, and McNeese State University. For 25 years, Stelly ran an insurance and real estate firm in Moss Bluff. He is a member of many civic organizations and has received many service awards. From 1983 to 2003, Stelly represented southwest Louisiana in the state legislature. In 2002, Stelly authored an amendment to the Louisiana State Constitution commonly known as the "Stelly Plan." This amendment eliminated the state sales tax on food, drugs, and utilities and raised the state income tax.
