William Leonard Davis, the son of Joseph M. and Mary Davis, was born in Rutland, Vermont in November, 1865. He resided in Rutland and was City Treasurer for a period of over 25 years, beginning ca. 1895. William L. Davis served as Captain of the Rutland Company No. 3 of the Vermont Knights of Pythias from approximately 1898 to 1907 and as Deputy Grand Chancellor of Vermont Lodge No. 1 in 1903. William L. Davis and his wife, Phila A., (married ca. 1895) had one daughter, Madeline E. Davis (born ca. 1904).
