The system originated with Chapter 82, Laws of 1857, which provided funds for a system of 2-year normal schools. The first normal school opened in1866 in Platteville. In 1927 the normal schools became "state teachers colleges" and were authorized to offer baccalaureate degree programs. They were renamed state colleges in 1951and state universities in 1964. Chapter 100, Laws of 1971 mandated a merger of the University of Wisconsin and the State Universities System to form the University of Wisconsin System with 13 universities and 13 colleges.
