The Commission on the Administrative Organization of the State was appointed by Governor Theodore R. McKeldin in March 1951. Chaired by Simon E. Sobeloff, the commission was charged to examine the administrative structures and procedures of state government and to recommend ways to increasits effectiveness.

At its first meeting on April 11, 1951, the governor recommended the commission search out overlapping functions between agencies, insure that state agencies used modern business methods, and decide how to ease budget and fiscal controls and reporting. The commission was then organized into committees, each responsible for studying a particular agency.

Between November 1951 and November 1952, the commission released ten reports, key among them was the Maryland Budget System. In 1952, the General Assembly approved budget-related legislation promoted by the commission (Laws of 1952, ch. 19).

No end date was established for the commission, but its minutes, as well as those of committees, end in October 1952.
