Ralph W. Bilby was born in 1891, in Concho, Apache County, Arizona; his family moved to the Gila Valley in the Safford-Thatcher-Solomonville area when he was nine. Following graduation from the Gila Academy, he married, taught school for a year in the Tucson area, and then attended the University of Arizona Law School. Though he remained in Tucson, he was called to serve as a special prosecuter in Graham County during the notable Blackburn versus Arizona case. In addition to being a strong supporter of the University of Arizona and its Law School, Bilby has also been very active in the Republican Party and attended three national conventions.
