The Commission on Mexican Mission's (CMM) work was, during its early years, carried out entirely in the state of Texas. Most of this correspondence is from Scherzer's time as secretary of the Commission on Mexican Missions (CMM). The secretary's responsibility was to make and keep an accurate records of the meetings and attend to official correspondence of the CMM. By 1946 Scherzer was the chairman of the CMM. Some of his correspondence from that time is also included in this series.

El Mensajero Luterano, The Lutheran Messenger, was the monthly publication of the Commission on Mexican Missions (CMM) of the American Lutheran Church (ALC). Its first issue was January 1944 and its editor, or director as he was referred to in the publications masthead, was the Rev. Leopoldo Caban. Rev. Caban was a missionary for the ALC's Board of American Missions. Prior to his work with the ALC and El Mensajero Luterano, Rev. Caban served as a missionary for the United Lutheran Church in America in the Virgin Islands and Puerto Rico. While serving in Puerto Rico, Rev. Caban edited El Testigo publication.

El Mensajero Luterano featured articles on issues important to those it ministered to in Mexican Missions, Sunday School lessons, and important news items and announcements. Beginning with the February 1944 issue, the periodical also featured an English page aimed towards the mission's English-speaking friends, the Board of American Missions, church leaders, clergy, laity, and members of the ALC. This page also featured news items and announcements. It was not a translation of another page in the issue, but featured news items specifically chosen for the English-reading interested parties. It was not necessarily included in each issue. The periodical was published in San Antonio, Texas.
