A non-profit foundation formed in 1960 under the leadership of Dr. Sylvan Kaplan, a psychology professor at Texas Technological College. Envisioned as a foundation offering support in research in behavioral sciences, biological and medical sciences, educational and training methods foreign and domestic relations, and physical sciences and engineering. The organization failed to receive the support of Texas Technological College and soon faced financial dissolution. In 1963, the foundation's Board of Directors voted to dissolve the organization and by 1965 the process had been completed.
