The revised Montgomery County Charter of 1968 provides for an elected County Executive who appoints a Chief Administrative Officer (CAO) and Assistant CAOs to carry out day-to-day executive and administrative functions.
The CAO is responsible for all planning, organization, directing, coordinating and budgeting functions, supervises all departments and offices of the Executive Branch, advises the County Executive on administrative matters, and coordinates budgets, legislation, and regulations.
