Robert H. Springer, an architect, was hired by the City of Cincinnati in 1963 as part of the city's Central Business District Core Renewal Program. The program covered Fourth Street to Seventh Street and Race Street to Sycamore Street. Springer designed the "pedestrian improvements" portion of the program, which became known as skywalks. The skywalks are a system of covered pedestrian overpasses which link the major downtown shops and hotels.
