Agricultural economist. After serving in the A.I.F., Kelly farmed a block in the M.I.A. from 1919 to 1940 as part of the Soldier Settlement Scheme, taking an active part in promoting improvements to this, and the Snowy Mountains Scheme. He served in the RAAF from 1941-1944. From 1945-1947 he was involved in the War Service Land Settlement Scheme, and in 1948 joined the Bureau of Agricultural Economics, where he surveyed and published works on the cattle industry in Northern Australia until 1960. He received the sobriquet "Kelly of the North" for this work. He was involved in the Beef Roads Scheme and spent the remainder of his life writing about his experiences and findings.
