Joseph E. Shaw was born in LaMar, CO, on Feb. 25, 1889; served in the US Navy, 1905-33; became secretary to his brother, Los Angeles Mayor Frank Shaw (b. 1877), in 1933; both men were convicted of selling civil service jobs, and a recall movement replaced Frank Shaw with Fletcher Bowron as mayor of LA.

Joseph E. Shaw was born in LaMar, Colorado, on February 25, 1889; served in the U.S. Navy, 1905-33; became secretary to his brother, Los Angeles Mayor Frank Shaw (b. 1877), in 1933; a recall movement replaced Frank Shaw with Fletcher Bowron as mayor of Los Angeles in 1938; Joseph Shaw was convicted of selling civil service jobs in 1940; his conviction was reversed by the California Supreme Court the following year.
